At the end of the Civil War questline, the winners wait for the Jarls to elect a new High King. If you played the game long enough, the dragonborn is Thane of every major city. The Jarls should elect him as the High king. it's built into the game for the Dragonborn to rule Skyrim. I was disappointed if you joined the Imperials and Tullius makes someone else ruler of Windhelm instead of the Dragonborn after you killed Ulfric. Also if you did the Dark Brotherhood quest and killed the Emperor Titus Mede you should be the Emperor. If anyone has the right to succeed him, it is the Dragonborn. With the Dragonborn as Emperor, he can defeat the Thalmor and the Aldimeri Dominion and restore Talos worship.

On a related tip, the Dragonborn should side with the Imperials. They have the best chance of beating Thalmor. if the Stormcloaks won they would be weaker after fighting the Imperials and they would still need each others help to beat the Thalmor. An independent Skyrim would need alliances to have a chance against the Thalmor. The empire already have the alliances in place and Hammerfell will come around especially if the Empire comes to their aid when the Thalmor attack them again. The Dragonborn as King would restore the tradition of the emperor having dragon blood. I can't see Bethesda letting the Thalmor win. The Dragonborn has to save the day.

If Delphine and Esbern weren't such idiots insisting on killing Parthanax, the Blades could be revived replacing the Pentus Oculatus when the dragonborn becomes emperor. Instead they try to control the Dragonborn instead of serving him.

On a unrelated tip, if the Greybeards helped the Empire fight during the next War like they did before Jurgen Windcaller made them pacifists which they will ultimately will have to do to prevent the Thalmor from ending the world. Naturally they will side with the Dragonborn and the Imperials in the battle of Mer vs Man.

Thing is, while the Stormcloaks cling to tradition, the Empire is trying to move away from it. Ulfric mentions the Dragonborn in his speeches. Tullius does not. Proventus straight up calls the legend of the Dragonborn "Nord nonsense". The only reason why there is even a rebellion is because the Empire is projecting weakness in not fighting the Dominion. If Hammerfell will help Cyrodiil when the time comes, there is no reason why an independent Skyrim wouldn't either. Before you bring up the death of Tullius, understand within the setting context that the life of a single general is expendable. That's why Ulfric doesn't want to cause the death of the Emperor or anyone in his family and keeps the EEC office in his city.
