I don't know if similar already exists. But I'd like a mod that basically does the following.

MQ is either completed or omitted outright/undoable.
Depending on the individual esp, either stormcloaks or empire "won" and you had nothing to do with it. More or less like entering Skyrim a year after the civil war and the dragons. Let someone else be the dragonborn. I don't know how others feel about these ideas. It cannot be denied that the word "lazy" comes to mind. :p But I prefer playing the game as a commoner/every day Joe. I don't want shouts etc.

Your character would basically start of at the lower border of skyrim, wearing commoner clothes, having an iron dagger, some food, and a little gold. And then you can go about your business and play as you seek.

I'd 100% endorse this!

How about the DLC MQs? The Dragnoborn hinges on the fact that player is Dragonborn, and even in Dawnguard, the fact that player is a hero fated for the defeat of Alduin protects him from permanent effects of reading of Elder Scrolls, same way Nerevarine was protected from terminal effects of Corprus cure (although I don't think it was ever said that way in DG, it's quite obvious).

Have you guys tried the the Skyrim Unbound mod? It seems to do some of the stuff you want (although I didn't see anything in it about the civil war).

I tried it but I found it unnerving that it removed flames and healing and the whole start anywhere felt strangely out of place. Still, it was interesting to try.
Perhaps I should reconsider my desires @ mods. :p

There are a few more alternate start mods; I recommend digging through the Skyrim Gems wobsite and seeing if anything strikes your fancy (210 is alternate start mods).

This sounds like the alternative starts mod to me. Just choose to not be the dragonborn, and ignore the dragonborney quests. Not perfectly what you want, but kind of close.
