I don't think that's a mod, just normal Skyrim stuff. If you act interested, they'll act like a friendly merchant, but if you act like you don't want anything to do with them or question the legality of what they're selling then they'll become aggressive toward you. I did the same thing once, on the long road from Whiterun to Riften, so there were no guards around to help me out. After that I decided to play along like I was interested, but declined to buy anything, and they were okay with that.

I looked into this, was mostly coming from the same location in India, it'll make it very easy to detect if they try to continue.
