better for a VM to play redguard on windows 98SE?

Which is better to play redguard and the other 3 dos based elderscrolls games:

VIRTUALPC?
or
VirtualBox?

I plan on doing a virtual machine of windows 98 SE sp2.16 (unnoficial service pack)
I've fiddled around with DOSbox and straight up installing windows 98se onto a old AMD Computer.
None were efficient or able to play the elder scrolls adventure: Redguard.
I hear that virtual box has issues with windows 9.x systems, and that microsoft virtual PC (both new and 2007 editions) are the premium VM software for windows 98. But I've heard recently that virtual box might beable to play the game.

I need to know from personal fan experience, which is better to run a VM and to play redguard.
(Also any additional info on how to get it to work would be wonderful if it requires more than installing the guest OS and the game)

Ok I've chosen and gotten the game to work on windows virtual PC. How do I get the voodoo 3DGFX to work on a VM of windows 98SE? (Also strange thing... battlespire wont load on this operating system even with the 1.5 patch...)
