Niranye, the Thieves Guild fence in Windhelm, has snuffed it. She lies prostate in front of her market stall. RIP!

Problem is there's no one else in Windhelm filling the vacancy.

There seems to be only three reliably and readily available fences in Skyrim now.

Gulum-Ei in Solitude - always in the Winking Skeever.

Mallus Maccius - always open for business at the Honningbrew Meadery.

Tonila - a bit of a convoluted route each time, but she's always there in the Ragged Flagon.

The other fences sometimes take bit of finding. Endon is wandering around in Markarth and doesn't avail himself easily. Enthir in the College of Winterhold also takes some effort. Worst of all is trying to find the Khajiit caravans.

So if you are trying to have a garage sale, life is fraught.

Niranye was killed during the battle in Windhelm between the Stormcloaks and the Imperials.

Does she get replaced at any point?

if you are on PC (this play-thru) then open console, click on corpse and enter "resurrect 1" and "evp", then wait in other cell(going thru load door) for 10 game days to fully fix it. if it already disappeared then you need to use "prid 1B11C", then moveto player, "enable", "resurrect", "evp" and wait 10 game days somewhere else. but if you are on console then i am sorry for your loss.

About replanting of fence : i really doubt it .
