 Post subject: Bug: Weirdass ice effect following me

This annoying ice effect has been following me for a long time. It doesn't do anything (except periodically grow larger or smaller) but it'd be nice to not have it.
It started when I was in the area behind the College of Magic (Winterhold) around 50 hours of gameplay ago.

I'm a PC player on the original Skyrim (one they unlisted).
I use no mods except for the HighResTexturePack

My first thought was that it might be something to do with an icewraith. Did you encounter an icewraith before this showed up?

Yes!
I do remember fighting icewraiths and trolls prior to getting this effect.
