Status: Online/Offline & hanging off/on the line

Is it broken, or is a problem with own setup? Not a lot on it over at mediawiki.org
The Use Secure Login on the LoginPage returns a 102 refuse connect on Chrome. Regular login is fine. No problems with logging to other https sites.
If it turns out to be a firewall issue, is there some kind of walkthrough to add an inbound rule- or even twiddling IPSEC stuff?
