Not sure if this has been asked, but as the UESP Online map is IMO the greatest map currently available. Is there a way to use it for private usage in an RP community to show RP locations?

I just tried saving the map as an html file and then opened it while my wifi was turned off. Looks like it needs to pull image files from an online storage, so the answer is most likely no; you'll have to access it online.
