You are referring to the colours/symbols of the cities. The red one is Anvil.

Both they n the Mage Guild have charters in every main city, n they both can be seen as opposites in terms of skills >_> but while the Mage Guild has a presence in the Imperial City in the form of the University.. the Fighter Guild does not
