Burglaries at Jana Livia's store in Nivalis

I've got to "Wait overnight". When I go down the stairs I don't get "This is a good place ..." so I can't complete the quest. I've seen a YouTube video on this quest, but it has the shop in a different town. I tried going up and down the stairs but no message. Is this a bug?

Sometimes, restarting the game entirely can resolve certain quest-related issues. Close the game, wait a few moments, and then launch it again to see if the problem persists.

It was late evening when I encountered the problem. I just quit the game, tidied up and went to bed. Next day I reloaded from a save just before entering the shop and the problem was still there. I used the console to "Hear an intruder" and continued. I have sometimes found a restart works though - thanks.
