This might be a stupid question, but I cannot find an answer to it anywhere. I have been trying to make a merchant in Morrowind. I have everything in place as far as I can tell, but the merchant does not offer to serve as a merchant. I can't find any tutorials on the topic anywhere online that have not been closed out somehow. Does anyone know where I can still find a good tutorial for making functional merchants in Morrowind?

Pull up the NPC's page in the Construction Set, click the "AI" button at the bottom underneath the stats, then click "Services", and you can start picking and choosing which services to provide. What services are selectable or greyed-out depend on the class chosen, but a Merchant classed NPC ought to have everything related to wares and probably other services selectable.
