I'm trying to figure out how to make a NPC action a "crime" that is, so if they do it, they are fair game.

I probably won't be able to help but I'm interested in where you're going with this, considering most NPCs don't do anything.

This is something I thought about because of one of Anteres Little Mods: Beware Pickpockets!

Some guy ripped me off, and when I slaughtered him, I had Imperials trying to arrest me. I ended up killing a guard, and I hate using console cheats, but I did nothing wrong!!
