Eastmarch Display Tamriel Map
One of the nine Holds in Skyrim province and one of the four known as the Old Holds. Windhelm is the primary city of the Hold.

The province of Elsweyr is the youngest in all of Tamriel, the only one to have been established in the Common Era. The khajiit call the region home, a strange breed catlike of beastfolk. Until relatively recent history, the constant tribal warfare of the Khajiit was rarely a concern for the remainder of Tamriel. In 2E 309, however, the minor kingdoms Keirgo of Anequina and Eshita of Pellitine combined to create the province of Elsweyr, sparking a great class war which almost resulted in outside intervention. Power shifted from two kingdoms, each with its own government and tribes, who both felt that their ruling classes had been betrayed. Chieftans began to forget their ancient sugar-vendettas and started to sign their own treaties (recorded via facial tattoos incidently) and, before long, the city of Anequina was under constant attack. Keirgo requested help from the Imperial government but it too was in similar disarray, just losing its own ruler, Potentate Versidue-Shaie. It seemed that when the old capital, Quin-al, fell to the rebels the new province was doomed, but it was shortly restored by the Khajiit spiritual leader Mane Rid-T'har'Datta. He suggested a rotational rule based on the phases of the Masser and Secunda moons in which the various Khajiit classes would share control of the region. Since this time, the Mane has overseen the Riddle-Thar and the province has withdrawn into secrecy.

Geographically, the province is a harsh area of badlands and dry plains and only near the southern reaches between the two main river basins doesthe soil turn fertile enough to grow sugarcane in the jungle and rain forests. The old kingdom of Anequina to the north of Elsweyr has historically offered little threat to the bording Imperial province. The Nibenay warlord of the Elven Pogrom, Pelinal Whitestrake, mistook the Khajiit as just another type of Aldmeri and killed many before his mistake became apparent. There is no standing army in the province and the Khajiit have never shown any expansionistic behavior.
