These NPCs spawn as Sacrificial Lambs for your ritualistic kill, ending your days as a Werewolf. During the quest to cure your Lycanthropy, you receive the Wolfgiver Silver Dagger from Ettiene of Glenmoril Wyrd to kill the Female Nord Innocent. Retrieve the Heart of the Wolf from the Innocent and sacrifice it on the Altar of Thrond.
