Sabrina will only appear if you choose to have a smithy built, otherwise, you will get the trader Sathyn Andrano.

• It's possible she's been visited by Wulf, just as you will be during the Morrowind Main Quest. The only evidence of this is that she has an "Old Man's Lucky Coin", identical to the one Wulf gives you. It is on the bottom shelf behind her where she keeps her dishes.
