Pages in this category are almost complete according to the Oblivion NPC Redesign Project. The template puts a page in this category when all aspects of an NPC have been written and checked, and at this point the "cleanup-obnpcrp" tag can be removed following discussion on the NPC's talk page. A week after the NPC becomes a member of this category and editors reach a consensus on the talk page, the cleanup tag should be removed.
