Basement not Respawning?

Can't interact with Forge, Smelter and other Smithing tools

For some reason, I can't interact with the forge, smelter, workbench etc. at his house. Last time I managed to fix that by getting him his pickaxe back, that was before the 1.9 patch. On my newer save, which was created after installing the new patch, finishing his side quest does not fix that anymore.
