Lord Dagon is demonic Leader of Oblivion. The Mythic Dawn are under his command. Though their is some ideas as to why their are dead Mythic Dawn guards in the towers of Oblivion. You only get the pleasure of meeting Lord Dagon once in your Oblivion lifetime. That would be in the vary last quest in the main quest.
