The Cult of Emperor Zero was started by Tiber Septim. The cult worships Emperor Cuhlecain, the Emperor Zero. Cuhlecain is responsible for appointing Tiber Septim (then Talos) as his general and the retaking of the Imperial City, both of which were crucial in the restoring of the Cyrodiilic Empire.
