Talk to Raven Omayn in the Telvanni Council House in Sadrith Mora for chores.
Ask around town to learn that the Black Jinx ring is in the hands of the Morag Tong.
Find the Morag Tong guild in town and speak with Alven Salas.
Obtain the ring by killing him, knocking him out or defeating him in a duel.
Return to Raven with the ring to complete the quest.

Raven Omayn in the Telvanni Council House in Sadrith Mora will ask you to find and retrieve a ring named Black Jinx for Councillor Dratha. The ring is apparently somewhere in Sadrith Mora but no further details are given.

[edit] The Black Jinx Ring

Ask around town and you'll soon learn that the ring is in the hands of the Morag Tong. Find the Morag Tong guild in town and speak with Alven Salas there, who has the ring. Unfortunately he is wearing it and so you cannot steal it. You can kill (or just knock out) Alven to get the ring, though if you raise his disposition above 60 you can get him to initiate a duel (or you can taunt him instead). Alternatively, if you are the Grandmaster of the Morag Tong, Alven will just give you the ring right away. The ring casts Absorb Luck (10 to 50) and Burden (25 to 100) at a touched target for 120 seconds.

Return to Raven with the ring to complete the quest and be taught the Demoralize Humanoid and Creature spells.
