Ethes Evos is a Dunmer commoner and a House Redroran hireling. He is found in Arobar Manor, which is in Ald'ruhn.
Ethes will sell you a copy of Antecedants of Dwemer Law for 300 gold. While he claims it's much less than the book is worth, the actual base value of the book is 25 gold, and while you won't get it for that little unless you're a real master of Mercantile, it will still be much less than the non-negotiable 300 he will charge for it.
