- Take the Engraved Ring of Healing from the barrel outside the inner Census and Excise office building.
- Talk to Fargoth about his ring.
- Return the ring to Fargoth.

During character creation, when you exit the first Census and Excise building, you'll be instructed to check the barrel beside the door to the second building before you enter the door. You must remove the Engraved Ring of Healing from the barrel beside the door. (You have to do this, you'll find, before the game will let you through the door to the inner office.)
[edit] Imperial Shakedown
After you finish in the Census office and exit to Seyda Neen, you should be able to find a short, blond Bosmer man by the name of Fargoth wandering around just outside. Speak with him about his ring, and he'll share his experiences with the Imperial Guards in town, and his belief that they have taken his ring.
[edit] Return and Reward
You can tell Fargoth that you found his ring, or feign ignorance on the subject. If you tell him that you found it, you are given the option to give it to him or keep it. Giving him the ring will result in an improved disposition with Fargoth. In addition, Fargoth will put in a good word with Arrille, at the local tradehouse, which means a higher disposition and an increased bargaining ability for goods and services with Arrille when you first start, a definite advantage for early characters.

- While you may be tempted to keep the ring, there is an opportunity to get it back in a subsequent quest, Fargoth's Hiding Place. Use this opportunity to return the ring to increase your bargaining ability with Arrille in order to raise much needed funds before you leave Seyda Neen.
