Edd "Fast Eddie" Theman is a rather shady character. He is a male Dunmer and can be found in his house in Balmora, on the west side of the Odai River. If you speak to him, he says he is waiting in Balmora until things cool down with House Telvanni. If you are a member of the House, you will eventually be able to recruit him as your Mouth.

After recruiting Eddie, he'll move to the Telvanni Council House. Note that he'll be away for several weeks when you send him on Chores.
