Travel to Pelagiad and visit Mebestian Ence to obtain a Dwemer Coherer.
Confront Shadbak gra-Burbug and convince her to release New-Shoes Bragor.
Speak with New-Shoes Bragor in the Pelagiad Fort Prison.
Travel back to Balmora and speak with Sugar-Lips Habasi to complete the quest and receive your reward.

Sugar-Lips Habasi in Balmora at the South Wall Cornerclub asks you to free New-Shoes Bragor, a fellow Thieves Guild member who is being held in the Imperial Legion Prison in Fort Pelagiad. Sugar-Lips suggests that this can be accomplished by blackmailing Shadbak gra-Burbug, a female Orc and member of the Imperial Legion in Pelagiad, with proof that she's involved in smuggling Dwemer artifacts, an activity that is illegal in Vvardenfell.

[edit] Travel to Pelagiad

The quickest way to reach Pelagiad from Balmora is by taking the Silt Strider to Seyda Neen and then casting Divine Intervention to end up at Fort Pelagiad. Alternatives include following the path to the east from Seyda Neen, checking all roadsigns to Pelagiad, or proceeding east-southeast out of Balmora past the Moonmoth Legion Fort, crossing the Foyada Mamaea into the Ascadian Isles region, following the signs to Pelagiad.

[edit] Locate Mebestian Ence

Shadbak gra-Burbug can be bought...

Mebestian Ence is a trader in Pelagiad whose shop is located across the street from the Halfway Tavern. Mebestian Ence smuggles Dwemer goods, and Shadbak gra-Burbug takes bribes from Ence to overlook his activities. Once in Ence's shop you can find a Dwemer Coherer in a small locked (50) chest on a shelf upstairs, or it may be purchased from him for around 60 gold.

[edit] Confronting Shadbak gra-Burbug

Shadbak gra-Burbug can be found just inside Fort Pelagiad, up the street from Mebestian's shop. Confront Shadbak about the artifact and convince her to release New-Shoes. If you stole the artifact from Mebestian, don't admit to it by selecting the option Yeah, I stole it. She will incriminate herself; once she does, force her to release New-Shoes.

[edit] Completing the Quest

After confronting Shadbak, go through the "South Wall" door to the cells downstairs. You will find New-Shoes in one of the cells close to the evidence chest awaiting the final paperwork, and you can speak to him through the door. He will give you his pair of new Exquisite Shoes, as they've been nothing but trouble for him.

Return to Balmora, and speak with Sugar-Lips Habasi for a reward of 1,000 gold.

You can also set him and the other prisoner free by stealing the Fort Pelagiad prison key from Angoril, the fort's Master-at-arms.

Habasi heard that Mebestien Ence is secretly smuggling Dwemer materials and that Shadbak gra-Burbug, a guard in Fort Pelagiad, has been taking bribes to overlook the smuggling. I should steal a Dwemer artifact from Mebestien Ence, show it to Shadbak gra-Burbug, and demand that New-Shoes Bragor be released.
50		Shadbak gar-Burbug agreed to release New-Shoes Bragor when I showed her the Dwemer artifact.
70		New-Shoes Bragor gave me his shoes.
100		Sugar-Lips Habasi thanked me for getting New-Shoes Bragor released.
110		Sugar-Lips Habasi wasn't happy that the person who was to help us free our brother Bragor is dead. He will have to stay in his cell.
