Ganciele Douar is a male Imperial captain at the Census and Excise Office in Seyda Neen, the first building you enter after leaving the prison ship at the beginning of the game. Ganciele is there to make sure you don't steal anything in the room. You can fool him, however, by taking items and then dropping them to the floor before he gets to you. When you pick it up again after your reprimand, he won't care. This is one of the few times you'll be able to go around brazenly stealing things in front of their owners without getting in trouble for it, so have fun with it.
