The Giant Bull Netch can be found living on an island to the far north, in the Sheogorad region. It is actually no larger than a standard Bull Netch. Activating the shrine to the Mad God Sheogorath, which is found in Ihinipalit, in the Underworks of St. Delyn Canton in Vivec, will send you on a quest to kill this netch with a fork.
