Look for Ienas Sarandas in his house. Ask him about the goods. Raise his disposition towards you and he will give you the goods to return on his behalf. Alternately, if you have read the book Saryoni's Sermons, there is another option available which results in him giving you the items and joining the temple. If you can get him to do this, he will show up in the Ald'ruhn temple a few days later. Note that if you kill him, you can still complete the quest but your disposition with the locals may actually decrease.
The merchants are quite easy to find, three of them are right outside Ienas' house. The enchanter and the fine clothier are located Under Skar on the bottom floor. Returning all of the items in a peaceful way will earn you 1 Reputation point. The merchants also give you some gold and better prices, along with praise for your skillful solution.
