Talk to Ilmeni Dren for business.
Acquire the books ABCs for Barbarians and The Annotated Anuad for a literacy campaign.
Give the books to Vala Catraso in the school in the Ald'ruhn Mages Guild.
Return to Ilmeni to complete the quest.

You can start performing the few quests for Ilmeni Dren once you reach the rank of Kinsman in the House. You can find Ilmeni in her apartment in Vivec, St. Delyn Canal South One. For the first quest, talk to her about people cannot read. Ilmeni complains that not enough people know how to read and says that often the teachers in the Mages Guild do not have enough books.

[edit] Literacy Campaign

You must find two books, ABCs for Barbarians and The Annotated Anuad for the school in the Ald'ruhn Mages Guild. Most bookstores stock the books, the easiest is probably the bookstore in Ald'ruhn. Then deliver them to Vala Catraso in the Ald'ruhn Mages Guild, she is a priest and can be found at the altar downstairs.

Return to Ilmeni in Vivec to complete the quest.
