- Return to Caius in Balmora to receive your orders.
- Travel up to the Urshilaku Camp, east of Khuul.

[edit] Orders from Caius
The proverbial plot has thickened significantly by this point as you discover that the Emperor intends to use you to fulfill the Nerevarine Prophecies, ensuring that things go his way. After completing the last errand for Caius, he gives you a decoded copy of the original package you delivered to him along with 200 gold and instructions to see Somutis Vunnis and Crulius Pontanian at Moonmoth Legion Fort (they are in the chapel and the services hall, respectively) before heading up to see the heads of the Nerevarine Cult at Urshilaku Camp, Sul-Matuul, and Nibani Maesa. You can skip the Moonmoth Legion Fort (just east of Balmora) part if you don't need any useful scrolls and potions, very handy at low levels (talk to Crulius and Somutis about essential supplies to receive the items).
[edit] Visit the Urshilaku Camp
Urshilaku Camp is a good deal farther away, on the northern coast of the Island (it should be marked on your in-game map at this point). Depending on your preferences, you could just walk north through the foyadas. It is not too far depending on how many dungeons and towns you stop at along the way (of course, this is half the fun, or perhaps more). A quicker way is to take a Silt Strider from Balmora to Ald'ruhn, and then on to either Khuul or Maar Gan. Urshilaku Camp is a little way east from Khuul and north from Maar Gan (Khuul might be a bit closer and it is quite easy to follow the coast till you reach the camp).
The camp is small, so be careful not to overlook it. People here don't seem to be expecting you, and are not particularly friendly. Remember what Hassour told you about giving gifts (items, persuasion, bribes), and you will make inroads into Urshilaku society in record time. Tussurradad accepts kwama eggs, and Hainab accepts Trama Root - alternatively, a simple charm spell or an expensive bribe of 100 gold will work on anybody (depending on your Speechcraft skill, 10 gold might work as well). You may enter the Wise Woman's yurt immediately upon arriving in the camp, and get her to talk by raising her disposition, but this is doing things out of sequence and some dialogue options may not be available. After receiving their gift, your new friends direct you to speak with Zabamund in his yurt (hut). Once you receive his permission you may then speak with Sul-Matuul.
[edit] Meet with Zabamund
To speak with Zabamund you must raise your disposition with him to around 70 or higher first. When answering his question, a humble, honest answer will do the most in assuring him of your sincerity and seriousness. With this, Zabamund sends you to the Ashkhan's yurt to speak with Sul-Matuul. Alternatively, you can find out from Zabamund that his clan considers it honorable to give a gift of money, so you can offer a 200 gold tribute without bothering to raise his disposition.
[edit] Meet with Sul-Matuul
Fortunately, once you reach Sul-Matuul you have no need to raise his disposition as he will talk with you straight away. Matuul says that you must pass an initiation rite in order to be adopted into the Urshilaku Tribe as a Clanfriend (as you are an outlander). You are asked to travel to the Urshilaku Burial Caverns and retrieve the Bonebiter Bow of Sul-Senipul (Sul-Senipul was Matuul's father). Once you get the bow, this will prove your worth to join the tribe. Directions to the caverns are given, but are rather confusing honestly, and all you need to do is just head south-south-east from the camp for a short distance (the caverns are at -21650, 136400, 890 using the TDT command in the console, just east of the Abinabi cave which is directly south of the camp). Note that the actual name of the caverns is Urshilaku, Astral Burial (the chamber where you enter the caverns).
[edit] Urshilaku Burial Chamber
The caverns are larger than most of the tombs scattered throughout the island, and filled with skeletons and cave rats. Go through the Astral Burial chamber (the entrance area) into to the Karma Burial, and then enter the Laterus Burial. You may visit the various chambers at each stage, but your goal lies within the Juno Burial, found at the top of the spiral. At the far end of this chamber you encounter the Wraith of Sul-Senipul who carries (but, of course, doesn't use) the Bonebiter Bow of Sul-Senipul you must retrieve.
[edit] Return to Sul-Matuul
Returning to Sul-Matuul at the Urshilaku Camp, he congratulates you on completing the initiation rite and names you Clanfriend of the Ashlanders, thereby permitting you to talk to Nibani Maesa. As a bonus, you get to keep the bow and rest in any bed in the camp, although he prohibits you from stealing from any other member of your new faction.
[edit] Meet with Nibani
Nibani is in the Wise Woman's Yurt and has lots of answers to your questions about the prophecy. Do yourself a favor and listen to what she says as it will greatly help you understand the overall storyline. Finally, ask her if you pass the test. It seems that although you are not the Nerevarine, you are one who may become the Nerevarine. In order to know more, Nibani asks you to find the lost prophecies and bring them to her, so that she may guide you better. She also gives you a copy of The Stranger and The Seven Visions relating to the Nerevarine Prophecy. You can return to Caius for your next assignment.

- There is a large amount of loot in the caverns - mostly silver weapons of various types, some enchanted; the skeletons carry Silver Longswords, Silver Claymores, and Iron Shields. Aside from the skeletons and dead adventurers (who are wearing assorted pieces of chitin, Imperial, or Dwemer armor), much of it requires levitation or jump fortification to reach.
- In the northern wing of the Fragile Burial a mummy rests on a pillar with a copy of Feyfolken I, with its hand on a Bone Charm amulet. Less valuable loot and a key to the Worm Lord's tomb rests with the mummy in the southern wing.
- The entrance to the Worm Lord's tomb lies underwater, along the eastern wall between the two wings of Fragile Burial. The door is simple, locked (10) and trapped. The monster itself is a summoner skeleton, he wields a Silver Viperskewer. On the central pillar you will find three mummies, each of which has a treasure at their feet: a Ebony Closed Helm, a Glass Tower Shield, and the book Mystery of Talara, Part IV.
- Near the end of the Kefka burial lies a dead adventurer's body, next to a column with a flask of Flin on top of it. On the opposite side, at the edge of a pool are two scarce Daedric Darts.
- Near the ceiling of the Laterus Burial, one mummy has Glass Greaves at its feet, and directly across from it, near the top of the Laterus spire, is Magebane. There is a Wizard's Staff at the highest western point of the Laterus Burial. Next to it is an urn full of random scrolls, an Illusion skill book, Silence, and a chest with random jewels in it.
- Other reports mention magical arrows.
