Go to the Eight Plates in Balmora
Use either persuasion or force to end Meril Hlaano's slanders.
Report back to Faral Retheran.

Faral Retheran in the Redoran Treasury in Vivec will ask you to convince a Hlaalu Noble, Meril Hlaano, to stop slandering House Redoran.

Hlaano can be found at the Eight Plates in Balmora and only requires that you persuade him sufficiently (75 disposition). This can be done quite easily with a bribe or other forms of persuasion, or by using a Fortify Personality or Charm spell. You can kill him but you'll receive no reward, even if you taunted him into attacking first.

Return to Retheran in Vivec to complete the quest and receive a Holy Shield.
