1. Chat with General Darius to receive new Orders
2. Travel to the Arvs-Drelen dome.
3. Either speak to Baladas or release Ragash gra-Shuzgub manually.
4. Escort her outside of the tower.
5. Return to Darius to complete the quest.

General Darius at Madach Tradehouse in Gnisis will ask you to find out what happened to the tax collector, Ragash gra-Shuzgub. She had gone to collect taxes from the eccentric Telvanni wizard Baladas Demnevanni and hasn't been seen since.

[edit] Rescue Ragash

Baladas can be found in the Arvs-Drelen dome on the northwest edge of town, it is built into the hill side. The wizard does know where the tax collector is, since he's thrown her into his dungeon. If you wish to pick and un-trap the lock, you can rescue Ragash and escape to town successfully without speaking to Baladas. Alternatively, if your Security skill is low and you're too cheap for scrolls, you can raise Baladas' disposition until he releases the tax collector. (Whatever method you choose, don't let Baladas see Ragash as he will attack her).

Return to Darius when you've freed Ragash for his congratulations.

• This quest is sometimes not given if the player has explored Arvs-Drelen before, preventing the completion of the Talos Cult Conspiracy Quest as well.
