Seldus Nerendus is a male Dunmer caravaner whose Silt Strider is available for hire in Khuul. From there, he can take you to Ald'ruhn, Gnisis or Maar Gan for a price. If you have completed the Thelsa Dral the Witch quest for the Imperial Cult, make sure you mention it to him a couple times, as it will increase his Disposition and earn you lower fares.
