Talk to Felisa Ulessen in the Telvanni Council House in Sadrith Mora for chores.
Travel to Abebaal Egg Mine to end a slave revolt.
Either kill the slave's leader, the Argonian Eleedal-Lei.
Or find the slave key to free him, which can be found in a container near the Kwama Queen, and convince him to stop the rebellion.
Return to Felisa to complete the quest.

Felisa Ulessen in the Telvanni Council House in Sadrith Mora will ask you to stop the rebellion of slaves in the Abebaal Egg Mine, north-west of Tel Branora.

[edit] Slave Rebellion

One method is to kill the slave's leader, the Argonian Eleedal-Lei, though you'll have to fight any of his followers if you do. An alternative is to merely talk to Eleedal-Lei and convince him to stop the revolt. To do this, you'll have to find the slave key to free him, which can be found in three places: on Therana, on a table in Lower Tel Branora, and a container in the mine near the Kwama Queen.

Return to Felisa to complete the quest. If you killed Eleedal-Lei, you'll receive a ring of Firestorm. If you also killed the rest of the slaves, you'll receive a ring of Toxic Cloud as well. Instead, if you talked Eleedal-Lei down, you'll receive the Command spell.
