The Berne Clan leader, Raxle Berne, in the Dwemer Observatory Galom Daeus, will ask you to retrieve for him a potion of Quarra vampire blood, which the clan leader Volrina Quarra draws her power from.

Volrina can be found in the Dwemer ruins of Druscashti, east of Khuul in the mountains. Unless you are quite powerful, you may not be able to fight the powerful vampires in the Quarra lair, so resort to sneaking if required. The blood potion can be found in a locked keg (Volrina has the key if you cannot pick the lock).

Return to Raxle with the potion to receive access to two of the Clan's vendors in the ruins (Arenara and Germia).

The Quarra Blood is also sought by Raven Omayn for the Blood for Mistress Dratha quest. If you have already done this quest, you will need to kill her or pickpocket it from her. (This can be a problem if you are a member of House Telvanni, as she is one of the Mouths.) For this reason, it's a better idea to do this quest first, and Raven's quest second. There is another quest for the Tribunal Temple which requires you to Slay Raxle Berne, and this is a good opportunity to get the potion back.

10	I spoke with Raxle Berne, the head of the Berne vampire clan in Morrowind. While he considers me an abomination, he seems willing to allow me to do some of the more menial tasks for the clan.
20	Berne has ordered me to retrieve a potion made with the blood of Volrina Quarra. She is the head of the Quarra vampire clan in Morrowind. If I am successful, Berne will allow me the use of the clan's service providers.
30	I have agreed to try and recover the potion for Raxle Berne, though it will mean entering the Quarra lair in Druscashti.
40	I have decided not to try and retrieve the potion for Raxle Berne.
50	I have returned Quarra Blood Potion to Raxle Berne. He believes it will grant him strength beyond that of any of the other clan lords. In return, he will grant me access to those in the clan who provide services.
