Talk to Kaye at the Imperial Chapels in Ebonheart for a new shrine sergeant mission.
Travel to Mount Kand to recover a Silver Staff of Shaming which vanished several years ago along with its owner, acolyte Linus Iulus.
Find the corpse of Iulus, along with the staff, just west of the Cavern at the top of Mount Kand.
Return to Kaye to complete the quest.

Kaye at the Imperial Chapels in Ebonheart will ask you to try and recover a Silver Staff of Shaming which vanished several years ago along with its owner, acolyte Linus Iulus. The Oracle apparently had a dream in which she saw the staff lying in a land of burning rock in the shadow of the Mountain of Fear, otherwise known as Mount Kand, north of Molag Mar. You are to find the staff and Linus's gear if you can. Kaye will give you a Detect Enchantment Ring to help you find the staff and 100 gold for expenses.

[edit] The Silver Staff of Shaming

This quest is a bit trickier than most at first, since you don't have an exact location. All you know is that the staff lies somewhere on the slopes of Mount Kand, and most likely the east/west slopes since the item lies in the mountain's shadows. Iulus' corpse and the staff are actually lying out in the open, and not in a dungeon, and the detect enchantments ring that Kaye gave you will definitely be of help. The corpse of Iulus, along with the staff, can be found just west of the Cavern, behind the rocks at the very top of Mount Kand (Position 91950, -40000, 7850). The easiest way to find the corpse is to stand in front of the door to Mount Kand, Cavern, cast levitate and look straight up. Fly over the top of the pillar and look down. The corpse should be clearly visible on the little plateau below you.

Return to Kaye with the staff to receive a Restoration Shirt. If you also return Linus Iulus' Stendarran Belt and Maran Amulet, you can also keep the staff as a reward (note that you'll eventually be given your own belt and amulet, so their loss is only temporary).

1	An acolyte named Linus Iulus disappeared some years ago. Our oracle, Lalatia Varian, has had a vision of a Silver Staff of Shaming, and Linus Iulus had one of these staves. Kaye gave me a Detect Enchantment ring, and told me to go to Mount Kand. I'm to find a Silver Staff of Shaming there that belonged to Linus Iulus. I should bring it to Kaye, along with any other personal effects I find that belonged to Linus Iulus.
2	Kaye says that Lalatia Varian, our oracle, she has seen the Silver Staff of Shaming in a dream. She says it lies in the land of burning rock, under the shadow of the Mountain of Fear. Kaye says that an old name for Mount Kand is Mountain of Fear. The oracle believes the staff will be found either east or west of the mountain, in the shadow of the rising or setting sun. I have a Detect Enchantment ring to help find the staff.
5	I told Kaye I have given up trying to find the Silver Staff of Shaming that belonged to Linus Iulus. He was disappointed, and told me not to come back for at least a day. He told me to decide whether I was serious about serving the Imperial cult before I ask him again for a shrine sergeant mission.
50	I gave Kaye the Silver Staff of Shaming. As a reward, Kaye gave me a Restoration shirt. He thanked me for my exertions on the cult's behalf, and told me to speak to him again when I'm ready for another mission.
55	I gave Kaye the Silver Staff of Shaming and the Maran Amulet and Stendarran Belt that belonged to Linus Iulus. As a reward, Kaye gave me the Silver Staff of Shaming and a Restoration shirt. He thanked me for my exertions on the cult's behalf, and told me to speak to him again when I'm ready for another mission.
