Uleni Heleran is a female Dunmer Mage who sells spells and spellmaking services to all who need them at the Mages Guild in Wolverine Hall near Sadrith Mora. She claims to offer training, but she actually doesn't. She seems to be having a bit of a feud with Angaredhel at the Gateway Inn. Notably, she is the only person in the game who can sell you a Frenzy Humanoid spell. Also, she is one of only two people who can sell you a Water Breathing spell.
