1. Speak with Vodunius Nuccius about a little advice.
2. Speak with Darvame Hleran about Vodunius Nuccius.
3. Speak with Vodunius and purchase his ring.

Speak with Vodunius Nuccius in Seyda Neen and choose the dialogue option little advice. He will suggest that you use the Silt Strider for travelling, and directs you to the town's Silt Strider operator, Darvame Hleran. Don't forget to mention that Vodunius Nuccius sent you.

[edit] A Little Business Arrangement

Speak with Darvame Hleran and mention Vodunius Nuccius to learn that the two have a business arrangement. Furthermore, she shares with you her belief that Vodunius Nuccius is unhappy in Vvardenfell.

[edit] I Wanna Go Home

Return to Vodunius with this information and he will tell you that, indeed, he is not happy. The only reason he's not on the next boat to Narsis is a lack of funds; he doesn't have the money to leave. He offers to sell you his cursed ring for 100 gold; if you turn down the offer or don't have the funds for the purchase, you can return at a later point. Be a good Samaritan and buy the ring; the money might help Nuccius achieve a little happiness.
