1. Talk to any of the Morag Tong Masters at the guildhalls for a new writ.
2. Go to the Hlaalu Canton to execute Galasa Uvayn.
3. Find Galasa in the Hlaalu Treasury and kill her.
4. Return to any of the Masters to complete the quest.

Any of the Morag Tong Masters at the guildhalls will give you a writ for Galasa Uvayn, who can be found in the Hlaalu Canton of Vivec.

Uvayn is in the Hlaalu Treasury and is a capable spellcaster.

Return to a quest giver to receive 1,000 gold for the writ.
