Amragor is a male Bosmer added as a replacement for Laralthir by the the Knights of the Nine official mod. He will only appear after you have completed the Knights of the Nine plotline (i.e., finished Umaril the Unfeathered). Just like Laralthir, he is not involved in any quests and does not offer any services.
