Arkved is an Altmer mage caught in a nightmare of his own creation for having stolen Vaermina's orb. You will find him in his tower south-southwest of Cheydinhal. He is asleep and will not wake up no matter what, even if you attack him. He's not carrying anything of value, so the only thing you can get by killing him is his soul if you happen to have a Black Soul Gem, and rare-ish white mage shoes. Killing him does not get the attention of the Dark Brotherhood.
