Armand Christophe is the Thieves Guild Doyen for the Waterfront District in the Imperial City. You need to hear about the Gray Fox to join the guild, and then find Armand. He can be found at the Garden of Dareloth in the Imperial City's Waterfront District from midnight until 3 a.m and spends most of the daylight hours in his shack. Armand can only promote you up to the rank of Bandit, and then he hands you over to the other doyen, S'Krivva. After The Ultimate Heist is completed Armand can be found in the Thieves Guild from noon till midnight, or in his house the rest of the time.
