High Chancellor Ocato is a male Altmer Battlemage and a leading member of the Elder Council. He is currently the de-facto ruler of Cyrodiil in the absence of an Emperor. He stays in the Imperial City Palace. Whether or not he is actually an effective ruler is a subject of debate, as he seems more concerned with protecting interests in other provinces than taking action against the forces of Oblivion amassing on his doorstep. While several of the Counts applaud his efforts in holding the Empire together, others feel he is merely using the crisis as a means of securing more power for himself.
High Chancellor Ocato carries the Staff of the Battlemage which deals 80 points of shock damage and can help early on in the game if you can pickpocket it successfully.

- Allies for Bruma: You are asked to bring in reinforcements for Bruma from the other towns.
- Light the Dragonfires: Escort Martin to the Temple of the One... but will you be able to crown him Emperor?
- Imperial Dragon Armor: Receive your reward for saving the world.

- Due to what appears to be a bug, during the Allies for Bruma quest, High Chancellor Ocato will head towards his quarters and stay there until the player leaves the Imperial City Palace district, at which point he will move back to just inside the main palace doors. It seems likely that this is backwards, and that he should begin to move towards the doors when the player enters the Imperial City Palace district instead and move back to his quarters once the player has finished speaking with him.
