City-Swimmer is a female Argonian Agent, (though evidently the concept of gender specific pronouns is just as foreign to her as that of speaking in the first-person, as she refers to herself as 'he' several times) who offers basic training in Sneak. She can be found in Bravil, practicing. Look for her while she's sneaking around the city; it's the best opportunity to get training from her. If you follow her around she will try to pickpocket some of the town residents. True to her name, you may find her swimming in the river outside the castle. She will also give you instructions for finding the Thieves Guild if you choose the right dialogue options; she is one of the few non-beggar NPCs to do so.

You may find City-Swimmer lying dead with a stolen item in her pocket, such as bread or an apple. Due to the Radiant AI, when (or if) she is caught by guards, she may be killed by them. Or, if you're lucky, she'll be caught in the act while you're in town. Depending on the situation, City-Swimmer may draw EVERY guard in the city into a full-out chase while she runs back and forth down the streets of Bravil. Remember not to join in the "Hunt for City Swimmer" (no matter how tempting it is to put an arrow in her back while the whole Bravil guard is stumbling about to catch her) as you will gain an assault bounty.
