The Dark Brotherhood Sanctuary is located in an Abandoned House in Cheydinhal. You receive Dark Brotherhood quests here from Vicente Valtieri and Ocheeva as well as a miscellaneous quest from Teinaava. Other Sanctuary residents include Telaendril, M'raaj-Dar, Antoinetta Marie, and Gogron gro-Bolmog. M'raaj-Dar sells some spells with unusual magicka costs and some unique items; for some reason, he is quite unfriendly towards most people. Telaendril is the archer of the Sanctuary and Gogron gro-Bolmog is its warrior.
Along the Dark Brotherhood questline you must purge the sanctuary of all inhabitants, meaning that after the questline none of the above people are available (get all your items, quests, and spells from them beforehand). Instead once you become the Dark Brotherhood Listener, Arquen remains at the Sanctuary and you can report to her weekly with The Night Mother's orders and for your share of the Sanctuary's profits. You can also find up to three low-level Dark Brotherhood recruits who will follow you if you ask, one of whom can teach you the same spells as the deceased M'raaj-Dar. There is no one, though, from whom you can buy M'raaj-Dar's unique items.
The sanctuary consists of three main parts. The main chamber contains the only two entrances. The main door is accessed from the basement of the Abandoned House and the other one connects to the well outside. Unfortunately, you have to be an Eliminator to receive the key to the well. A hallway in the back leads to Ocheeva's and Vicente's rooms. There is a trapdoor between those two rooms. With your back to the door facing Ocheeva's room, the door to your left leads to the practice rooms and the door to your right leads to the living quarters. There is also a leveled Dark Guardian with leveled gear that roams the halls of the main chamber. The practice rooms contain practice dummies and a couple of skill books. The living quarters contain the beds and locked chests belonging to each member (except Vicente and Ocheeva, who sleep in the main chamber back hallway), assorted food, and some shopping lists. There is also a rat named Schemer who just roams around the room. Most of the chests contain some nice leveled loot appropriate for the chest's owner. For example, Gogron's has weapons and Talaendril's has bows and arrows.
Vicente is always somewhere in the main chamber or in the sleeping quarters. Ocheeva is either in the main chamber, or in the training room hitting a dummy with a dagger while in sneak mode. M'raaj-Dar is usually found in the hallway connecting Ocheeva's and Vicente's rooms, sleeping in the living quarters, or practicing spellcasting on a target in the practice room. Gorgon likes to hack away at a dummy with his battle axe and sleep in the quarters. Talaendril can be the hardest to find because she is constantly spying or traveling.
It is also said that Count Andel Indarys knows the location of the Sanctuary, but is bribed and threatened to keep his mouth shut. As a result, he even does not acknowledge the Abandoned House under which the sanctuary is located.
[edit] Other Sanctuaries
Ocheeva states that there are other sanctuaries located in Cyrodiil, each overseen by a Speaker of the Black Hand. Given that there are four speakers, it can be assumed that there are four sanctuaries in total. Only the Cheydinhal Sanctuary (overseen by Lucien Lachance) is accessible.
