Oblivion:Fletcher Upgrade

Dahlia has put me in contact with the famous black market fletcher Melliwin the Mongrel. Melliwin will be able to provide me with marksman supplies and training that I won't be able to find elsewhere. Melliwin has asked for a place to practice her craft. I will find her in the main cavern of Dunbarrow Cove, near the back wall.
