Hlidara Mothril is an Altmer woman, and the chaplain and chief advisor to Countess Alessia Caro of Leyawiin. She, other than certain knowledgable beggars, is the only person who knows about a secret passage in the Countess's quarters leading to an actual torture chamber. You may have to wring this information out of her while working for the Thieves Guild. She does not offer any services.
