Isleif the Open Handed in the Waterfront District

Isleif the Open Handed is a generous male Redguard Thief who lives on the Imperial City Waterfront District. He is a member of the Thieves Guild. If you talk to him, he'll tell you he shares his fortunes with the poor and needy. He never offers hand-outs to the player, as he notes that you are more than capable of taking care of yourself, and that you are not poor or needy. He says this regardless of your level, fame, infamy, and most importantly, your money. Even if you have no gold and no clothes, Isleif will say that "you certainly don't need a handout."
