J'zin-Dar is a male Khajiit Pauper and a Skooma junkie living in Bravil. He's particularly unfriendly.
Like all other inhabitants of the Skooma Den, J'zin-Dar can be killed without incurring a bounty as long as no other people (besides the other Skooma addicts) are around. This is a great way to join the Dark Brotherhood.
He can also be used to train the Sneak skill rather rapidly and with no bounty by repeatedly pick pocketing him, as his "0" responsibility level means he doesn't care.
