Petrine is a female Nord Ostler who sells paint horses at Wildeye Stables outside Bruma. They cost 500 gold, which is their only advantage. They are slower and weaker than almost any other horses. Considering you can get a free paint horse just by completing the first quest on the Main Quest, there's little use in buying one here.
Also, a warning. Leaving your horse at Petrine's stables can be hazardous to its health. Edla Dark-Heart, a Marksman trainer living nearby, often goes out hunting, and she will see the horses at Wildeye Stables as prey. If you must fast-travel to Bruma, you'd be best advised to use the north gate. Otherwise, fast travel to some other nearby location, and walk the rest of the way to be safe.
