Restita Statlilia is a female Imperial commoner working at the Chestnut Handy Stables located just outside the main gate to the Imperial City. She is not involved in any quests and does not offer any services. It is implied that she is not aware that the owner of Chestnut Handy Stables has eaten the previous stock of horses
